How Does Booklet Printing Work, and Why Does Page Order Change?

Short answer
Booklet printing changes page order because several document pages are placed on larger sheets, folded and assembled. This arrangement is called imposition. Do not manually reorder pages unless the printer asks for it; usually you should send the document in normal reading order and confirm booklet output.
Why does page order change?
When sheets are folded, page 1 may need to sit beside the final page so the booklet reads correctly after assembly.
The printing layout is therefore different from the reading layout.
What is imposition?
Imposition is the process of arranging pages on printer sheets so they appear in the right order after folding, trimming and binding.
It is a production step, not a normal reading order.
What file should you send?
For most booklet jobs, send one PDF in normal page order unless you are specifically asked for imposed pages.
Include covers and blank pages intentionally if they matter to the layout.
